- Adopted the 2025 Fairfax City Purchasing Resolution as recommended by city staff. Read the staff report.
- Council will write off taxes in compliance with the state code and will publish the list of delinquent taxes on the city website in compliance with the state code. Write-off of uncollectable personal property and business license taxes is a yearly process, as is the presentation of those taxes to the mayor and council. The write-off removes all 2019 receivables from the general ledger. The total amount of the write-off is $44,504.55.
- Adopted a resolution setting the allocation percentage for personal property tax relief for tax year 2025 at 32%. An annual resolution is required to implement the changes made to the PPTR during the 2005 session of the Virginia General Assembly.
- Approved the resolution adopting the city’s 2025 Emergency Operations Plan. In accordance with Virginia Emergency Services and Disaster Laws, the revised City Emergency Operations Plan is required by law to be adopted by the governing body.
Public Hearings
- Adopted a resolution authorizing the exercise of “quick-take” powers, to include the initiation of condemnation proceedings, for the acquisition of certain fee simple right(s)-of-way and easements, on various properties, for the Blenheim Boulevard Multimodal Improvements Project. The city has made good faith offers to the respective landowners for the full estimated value of the required acquisitions as well as certain cost to cure items. Each of the property owners has been advised of this action and the need for proceeding at this time.
Work Session
- Received an update on Old Town Hall project. Approximately $3.9 million is currently funded in the budget for this project. This includes $2.1 million in federal funds and $1.8 million in general funds. View the presentation.
- Discussed possible amendments to the City Code pertaining to the prohibition on the possession, carrying or transportation of firearms, ammunition, or components or combination thereof, in city buildings or facilities, on public property, or at permitted public events. Read the staff report.
- Discussed the process requirements for possible amendments to the City Charter. Read the staff report.
- Discussed community survey.

New Café Concept Opening in Courthouse Plaza
A new café and brunch concept from one of the co-owners of Chateau de Chantilly is planned to open mid-July in the former McDonald’s site in Courthouse Plaza.
“Layered” benefited from the Fairfax City Economic Development Façade and Interior Improvement Grant program to modernize the building, transforming a former vacant site into a vibrant destination for residents, George Mason students, and visitors. Read the full press release.

City of Fairfax Treasurer’s Office Recognized for Achieving Accreditation
The City of Fairfax Treasurer’s Office received its accreditation from the Treasurers’ Association of Virginia on June 24. The Office Accreditation program is a voluntary professional certificate program overseen by the Treasurers’ Association of Virginia. Seventy-four treasurer’s offices received accreditation this year. While it is not required for any treasurer’s office to be accredited, receiving accreditation acknowledges that the office meets the statewide best practices for performance in treasury management. Nine Unhealthy Trees Removed at City Hall
Nine Japanese pagoda trees located along Armstrong Street in front of Fairfax City Hall were removed. The trees will be replaced this fall with tree species selected based on the city’s streetscape standards.
