VPL 02-25 Homeless Veterans’ Reintegration Program Performance, Management and Reporting

This Veterans’ Program Letter (VPL) provides updated guidance to HVRP grant recipients regarding records management performance reports, financial reports, risk management and end-of-grant reporting.

The New VPL 02-25 Homeless Veterans’ Reintegration Program Performance, Management and Reporting is located in the Active Policy Directory, and the Policies and Requirements webpage for HVRP.

Inactive Policies

VPL 02-25 supersedes the following policy and attachments, which have been moved to VETS Inactive Policy directory:

• VPL 03-24, Homeless Veterans’ Reintegration Program Performance, Management and Reporting, dated November 28, 2023
• Attachment 1: HVRP Corrective Action Plan Technical Assistance Guide, dated November 28, 2023
• Attachment 2: HVRP High Risk Designation Technical Assistance Guide, dated November 28, 2023

Summary of Changes

The updates for HVRP performance, management and reporting are as follows:

• Language changes to clarify process differences between performance-related and administrative and managerial corrective action plans (CAP) that are not automatically removed at the end of the period of performance (PoP).
• Declares that placement of a grant recipient on a drawdown restriction (may require payments to the grant recipient through the PMS be on a reimbursement basis, rather than advance payments) is a financial high risk (HR) restriction. Additionally we revised language relating to stop work orders under the HR designation.
• Performance terms changed to align with VETS’ Grantee Reporting System (VGRS).
• Changed the performance indicators that will result in a CAP or HR designation for failed performance from five to the following three: Number of Participants Enrolled, Placement Rate, and Cost per Placement.
• Clarified that Indirect must be reported on the final FFR only, and changed the stated de minimis rate from 10% to 15%, of modified total direct costs, to align with changes to 2 C.F.R § 200.414.
• Updated Attachment(s) 1. HVRP Corrective Action Plan Technical Assistance Guide, and 2. HVRP High Risk Designation Technical Assistance Guide to conform to the changes contained in VPL 02-25
