Plan Amendment SSPA 2023-III-20UP (Dulles Suburban Center, Innovation Center TSA, Land Unit L – Rock Hill Road) – Staff Report
The following Staff Report has been posted on the Department of Planning and Development Website, Proposed Comprehensive Plan Amendments page:
SSPA 2023-III-20UP: Dulles Suburban Center, Innovation Center TSA, Land Unit L – Rock Hill Road – On April 11, 2023 the Board of Supervisors authorized consideration of a Comprehensive Plan amendment for Land Unit L of the Innovation Center Transit Station Area (TSA) North. Based on nominator interest and timing, the study was divided into three separate Plan amendments. The Rock Hill Road Plan Amendment (2023-III-20UP) considers Tax Map Parcels 16-1 ((1)) 4, 15-2 ((1)) 1 and 2 which are currently planned for research and development, and office up to .25 FAR. As an option, the area is planned for a mix of office, hotel, retail, and residential uses up to 1.6 FAR within the ¼ and ½ mile radius of the Innovation Center metro station. Beyond the ½ mile radius, the area is planned for residential use at 16-20 du/ac with an overall intensity of approximately 0.5 FAR. This Plan amendment proposes to modify Plan guidance to add an option for primarily residential uses at an intensity of 1.6 FAR. (Direct link to staff report).

Board of Supervisors public hearing: Tuesday, November 18, 2025 at 4:00 P.M.
