  • Alaska's state education board voted unanimously to not take action on proposed changes to school district funding streams, following a request from state officials who want to further adjust the proposal.

By loosening zoning regulations, the proposal would encourage more infill near Anchorage's major thruways and existing high-frequency bus routes across the city. So far, the proposal has proven challenging to craft: Since its creation, its associated maps and zoning regulations have been updated six times.

The measure would have altered financial definitions for services provided by local governments to districts, in an effort to meet federal requirements and preserve tens of millions in federal funding. But the proposal has drawn sharp criticism from school officials across Alaska.

The Legislature contends that Alaska’s constitution prohibits issuing executive orders during special sessions, because it takes away lawmakers’ ability to consider such orders and disapprove of them if they choose. Gov. Dunleavy says that the Alaska Constitution allows orders during special sessions.
