Carbon Brief has exclusively obtained a list of the countries and negotiating blocs that were “opposed” at COP30 to the contentious “roadmap” on “transitioning away” from fossil fuels.

We have analysed the 84-strong “informal list”, revealing a range of contradictions and likely errors within the set of supposed “blockers” to the inclusion of the roadmap in the final “mutirão” deal.

For example, our analysis shows that 14 countries would have to both support and oppose the roadmap, if the leaked list were fully accurate.
