2025 HUD CoC Program Competition is Open
The US Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the FY2025 HUD Continuum of Care (CoC) Program Competition on November 13, 2025. Detailed information regarding this national competition can be found here.
The Estimated Annual Renewal Demand (ARD) Amount Report for the FY2025 CoC Program Competition is $11,860,912. Of this amount, $3,558,274 is allotted to Tier 1 projects that are renewal projects from the Fiscal Year 2024 competition. NEW applications are being received for Tier 2 projects competing for $11,492,935 (the balance of the ARD funding plus CoC Bonus funds of $2,372,182 and DV Bonus funds of $818,115). Fairfax County’s CoC is receiving NEW applications for two project types only: Transitional Housing or Supportive Services Only (SSO).
The 2025 New Project Application and 2025 New Project Application, Agency Capacity Form (only required for agencies that do not currently receive HUD CoC Program funding) can be found on the Fairfax County Continuum of Care Webpage. This webpage will be updated through the competition process with information, application instructions and forms, and deadlines.
Fairfax County’s CoC encourages applications from all eligible applicants regardless of whether the entity is currently receiving HUD funding or has ever received CoC funding. Technical assistance will be provided to ensure this funding opportunity is accessible.
