2025 is not even over yet, but internet freedom has already taken incredibly serious hits worldwide. According to Freedom House’s Freedom on the Net 2025 report, global internet freedom has declined for the 15th consecutive year! At least 57 countries saw arrests or convictions for online speech, and 24 major internet restriction events were recorded in the first 11 months alone… more than all of 2024.

Here are some of the most notable cases from this year:

India – Still the undisputed “Internet Shutdown Capital” India implemented 5 nationwide or regional internet blackouts in the first three quarters of 2025, mostly during elections, protests, or religious tensions. Telegram, WhatsApp, and other messaging apps were primary targets, affecting hundreds of millions of users.
Russia – Mobile internet turned “on and off” without warning Since May 2025, large parts of Russia have experienced sudden mobile network cuts, officially justified as “protection against Ukrainian cyberattacks.” YouTube, Instagram, and other platforms are barely accessible in many regions due to widespread DPI (deep packet inspection).
Nepal – Overnight ban on all major social media In August 2025, the government blocked Facebook, TikTok, X, Instagram, and YouTube nationwide citing “youth protection and national security.” Within 72 hours, VPN downloads surged over 8,000%.
EU Digital Services Act (DSA) – Global censorship spillover Under the threat of fines up to 6% of global revenue, Meta, Google, TikTok, and others now apply stricter EU content rules worldwide. Content removed in Europe often disappears globally — creating de facto cross-border censorship.
Australia - New laws going into effect soon banning anyone under 16 on social media.
Latin America – Wave after wave of shutdowns
-Panama cut internet for 3 days in Bocas del Toro province during banana workers’ protests
-Peru and Ecuador repeatedly imposed regional blackouts during protests

The common trend: governments, democratic or authoritarian, are using ever more sophisticated tools to control the flow of information. For ordinary users, a reliable network remains the simplest and most effective countermeasure.
