Coming Soon: FY 2026 Request for Proposals for Preservation and Rehabilitation of Permanent Affordable Rental Housing Projects
The Fairfax County Department of Housing and Community Development (HCD) will announce the availability of funding through the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) to preserve affordable rental housing. This funding cycle emphasizes Fairfax County's commitment to addressing housing challenges within the community by prioritizing the preservation and rehabilitation of its aging affordable rental housing stock. By investing in the rehabilitation of existing properties, the initiative aims to ensure these homes remain safe, habitable, and affordable while modernizing infrastructure, meeting safety standards, improving energy efficiency, and enhancing overall livability. These efforts align with the county’s broader housing preservation goals of maintaining long-term affordability and the quality and condition of rental housing, and meeting the needs of vulnerable populations, including individuals and families with low-to-moderate incomes.
The Fiscal Year (FY) 2026 Request for Proposals (RFP) has an estimated total funding allocation of $1,501,933. This amount is comprised of $500,000 from CDBG, $600,000 from HOME, and $401,933 from HOME Community Housing Development Organizations (HOME CHDO).
Upcoming Public Comment Period for the Draft FY 2027-2031 Consolidated Plan: The Consolidated Community Funding Advisory Committee (CCFAC) recommended the public release of the Draft FY 2027-2031 Consolidated Plan on January 13 and the Board of Supervisors will now consider this request to advertise the draft plan for a public hearing at its February 3 meeting. Pending the Board’s approval, the DHCD staff will conduct outreach and issue notices for public comment, focusing on the federal Department of Housing and Urban Development’s (HUD) priority populations. The Grants Management Team extends its deep appreciation to agency staff who supported the development of the draft document. The public comment period for the draft plan is February 4-March 17 at 4:00p.m..

National Standards for the Physical Inspection of Real Estate (NSPIRE) Update
The U.S. Department of Housing and Urban Development (HUD) has delayed the implementation of its NSPIRE inspection requirements for several federal housing programs to give grantees, public housing authorities, and other stakeholders more time to prepare for the new standards. Originally intended to streamline and modernize physical inspections across HUD-assisted housing, the NSPIRE compliance date has already been pushed back multiple times—from its initial effective dates in 2023 and 2024—to October 1, 2026 for many Community Planning and Development (CPD) programs, because program-specific standards and guidance have not yet been finalized.
Additionally, for the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs—which HUD refers to as NSPIRE-V—the compliance deadline was recently extended further to February 1, 2027 due to ongoing technical and implementation challenges experienced by public housing authorities. These delays are intended to help jurisdictions, PHAs, grantees, and other stakeholders effectively adapt to the more rigorous inspection regime without undue operational disruptions while HUD continues developing tailored guidance for different program types.

New Date for 2026 Point-In-Time Count
The Fairfax Continuum of Care (CoC) has rescheduled the date of the local Point in Time count from the night of January 28, 2026, to February 4, 2026 – one week later. This decision was made in consultation with the CoC Board Chair, Fairfax County government leadership, staff from the Metropolitan Washington Council of Governments, and CoC’s from across the region. The US Department of Housing and Urban Development also granted the Fairfax CoC an exception to the last 10 days in January 2026 counting standard due to the inclement weather.
