Please be advised that an updated version of the ACE CATAIR Error Dictionary V48 has been posted under Chapters: Current Capabilities section on CBP.gov. This update creates a new Fatal validation for Agriculture related HTS numbers to require an Agriculture License. The update includes the following error:

F60D: LIC/CERT/PERM FOR HTS MISSING
A License Number/ Certificate Number / Permit Number (52-Record) is required for one or more of the HTS numbers cited on the ES line.
A USDA agricultural license type 14 is required to access the re-export sugar program HTS, and the dairy rate quota HTS.
The USDA agricultural license type 14 must be provided for in the 52 record on entries utilizing the re-export sugar program HTS regardless of entry type.
The USDA agricultural license type 14 must be provided for in the 52 record on entries utilizing that are utilizing dairy HTS regardless of entry type.
