HSE is conducting a statutory review of the Control of Asbestos Regulations 2012 (CAR 2012).
This review is separate to the recent consultation but is using the evidence collected during that time. We are seeking views and information in 2 surveys:
- Review of the CAR 2012: Identifying presence of asbestos before any work commences
- Review of CAR 2012: Asbestos Surveyors
Your feedback will help HSE build a better understanding of how the CAR 2012 work in practice.
The surveys close at 11:59pm on 16 September 2026.
Review of the CAR 2012: Identifying presence of asbestos before any work commences
HSE is seeking views and information from workers and businesses about their experiences of working with or around asbestos. For example, from construction workers and other trades whose work could disturb asbestos-containing materials (ACMs).
This will help HSE understand how asbestos risks are identified and managed in practice, including awareness of asbestos, access to information and training, and the challenges workers may face when carrying out work that could disturb ACMs.
Review of CAR 2012: Asbestos Surveyors
Surveyors play an important role in identifying ACMs and providing information that enables dutyholders and others to manage asbestos risks effectively.
HSE is seeking views and information from surveyors about their experiences of working under CAR 2012.
We are particularly interested in understanding the practical challenges involved in identifying asbestos, carrying out surveys and providing information to support the management of asbestos risks.
