What does every designer do when they design a long page form? They stack the form fields down the page, group them by sections, and call it a day. Unfortunately, their job isn't done because the form is still a painful experience to fill out. It still looks complex and overwhelming, which doesn't motivate users to complete it. They can already predict that they have to put in much time and effort before they begin. You must dispel this impression to make them more likely to complete the form.
