FY 2026 One-Year Action Plan Update
On May 14, 2025, the U.S. Department of Housing and Urban Development (HUD) released its Federal Fiscal Year (FFY) 2025 formula allocations for various Community Planning and Development (CPD) programs, including the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG). HUD awarded Fairfax County $8.3 million in total entitlement funding: $5.8 million for CDBG, $2 million for HOME, and $510,107 in ESG funding. The funding levels are incorporated into the county’s fiscal year (FY) 2026 One-Year Action Plan. In addition to the total award, the plan also includes an estimated $1.8 million in CDBG program income and $564,284 in HOME program income. The Board of Supervisors will review the FY 2026 One-Year Action Plan on Tuesday, June 24 and expected to authorize its submission to HUD by the required July 11, 2025 deadline.
HOME Final Rule: New Effective Dates
Earlier this year, HUD announced the new timeline of effective dates for the 2025 HOME Final Rule. While almost all of the final rule requirements went into effect on April 20, 2025 (and all grantees, such as Fairfax County, are expected to come into compliance by April 20, 2026), the effective date for the final rule provisions regarding the HOME maximum per-unit subsidy amount; underwriting and subsidy layering on Green Building Standards; tenant protections and selection; and the American Dream Downpayment Initiative (ADDI) amendatory instruction, are delayed until October 30, 2025. As previously reported, HUD’s new final rule seeks to update, simplify, and streamline HOME Program regulations, and better align the program with other Federal housing programs. As Fairfax County works to ensure program compliance with this new final rule, Grants Management will provide additional guidance to all housing partners with HOME-assisted projects that may be impacted.
