Bill Lee's deployment of National Guard troops in Memphis, ruling that plaintiffs are likely to succeed on the merits of their claims that the deployment violates Tennessee's Military Code. The order does not apply to other state and federal law enforcement officers who are present in the city under the federally established Memphis Safe Task Force.
