My latest column for Project Syndicate argues that President Trump’s deposal of Venezuela’s dictator and coincident threats against Cuba, Colombia, Mexico, and Greenland are less evidence of his foreign-policy schizophrenia than they are indicators of a new administration-wide effort to restore the international order that prevailed before World War I, when America was more restrained in its global ambitions and more secure in its neighborhood. The costs of this policy lurch to geopolitical stability in Europe and Asia could, I believe, be profound.
