| Legal Research Reports: Australia: Civic Space Legal Framework

The Law Library of Congress is proud to present the report "Australia: Civic Space Legal Framework."
This report, prepared by staff of the Global Legal Research Directorate of the Law Library of Congress, provides an overview of Australia's civic space legal framework. Australia’s constitution does not contain a bill of rights, and there is no federal charter of rights in legislation. Rights are protected at the federal level through the application of certain constitutional provisions, anti-discrimination laws, common law, and the application of international human rights treaties. The Australian Human Rights Commission, an independent statutory body, has advocacy and complaints functions, and bills are examined by a parliamentary committee for consistency with human rights treaties. At the state and territory level, three jurisdictions currently have human rights charters, and all jurisdictions have anti-discrimination legislation. Various laws at the federal, state, and territory levels protect, regulate, or limit different rights, including the right to freedom of expression and the right to freedom of assembly.

Considered perhaps the world’s greatest violist, Tabea Zimmermann makes a very rare American recital tour this spring with Spanish pianist Javier Perianes, stopping at just a few fortunate venues. Known for enthralling, revelatory performances and recordings, the artists will be performing masterworks of the viola repertoire: Robert Schumann’s Fantasiestücke, the poignant Lachrymae by Benjamin Britten, based on a song by John Dowland, and Shostakovich’s op. 147 sonata, completed a month before the composer’s death.

The Library of Congress celebrates the acquisition of the papers of iconic Japanese dancer and choreographer Michio Itō. The performance by the Washington, D.C.-based Dana Tai Soon Burgess Dance Company, a celebrated cultural ambassador and art advocate, features six of his modern dance works, along with projected images from the Library’s Michio Itō Collection and a post-performance panel discussion.

Judges Announce Royalty Rates and Terms for Digital Performance of Sound Recordings and Making of Ephemeral Copies to Facilitate Those Performances
The Copyright Royalty Judges announce four final rules governing the rates and terms for the digital performance of sound recordings, via webcasting, by (1) noncommercial educational webcasters, (2) Educational Media Foundation, (3) commercial broadcasters, and (4) certain public radio stations, and for their making of ephemeral recordings necessary for the facilitation of such transmissions for the period commencing January 1, 2026, and ending on December 31, 2030.
The Copyright Royalty Judges announce a final rule governing the rates and terms for the digital performances of sound recordings by new subscription services and for the making of ephemeral recordings necessary to facilitate those transmissions for the period commencing January 1, 2026, and ending on December 31, 2030.
