Police Announce Attempted Rape Arrest and Seek Possible VictimsARLINGTON, Va. – The Arlington County Police Department’s Special Victims Unit is announcing the arrest of a suspect in an attempted sexual assault which occurred in the Clarendon area during the early morning hours of April 12, 2026. Luzvin Garcia Moran, 28, of Arlington, VA is being held without bond in the Arlington County Detention Facility on charges of Attempted Rape, Abduction with Intent to Defile and Assault & Battery. At approximately 5:41 a.m., police were dispatched to the 2700 block of Wilson Boulevard for the report of an assault that had just occurred. The preliminary investigation indicates the female victim was waiting for a rideshare when the suspect approached and began speaking to her. The victim walked away and the suspect followed her onto N. Danville Street where he made sexually explicit comments before grabbing the victim, pushing her into a wall and physically assaulting her. The victim was able to get away from the suspect but he reapproached and assaulted her again. The victim yelled for help and two good Samaritans came to her assistance and contacted police. The suspect fled the scene on foot but responding officers quickly located him in the area of N. Edgewood Street and N. Franklin Road and took him into custody. This remains an active criminal investigation.
