A man suspected of planning attacks in New York City, Los Angeles and Scottsdale, Arizona, and attempting to hire undercover law enforcement to carry them out was indicted on terrorism charges.

Mohammad Al-Saadi is a commander of Kata’ib Hizballah, a U.S.-designated foreign terrorism organization operating in Iraq with ties to Iran’s Revolutionary Guard, according to the indictment.
