HSE ebulletin

Issued: 26 May 2026

This ebulletin contains information on regulating biocides in Great Britain (GB).

GB active substance expiry dates postponed

The law has been amended to postpone the expiry dates of certain active substances until 31 July 2031.

The Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026 came into force on 21 May 2026.

The Regulations postpone the expiry dates for up to 173 active substance/product type combinations. This allows substances to remain on the GB market when they would otherwise have expired between 23 June 2026 and 30 July 2031.

The expiry date postponements will apply to active substance/product type combinations where valid renewal applications have been submitted but no decisions have been taken on their renewal under GB BPR.

To date, 105 active substance/product type combinations have submitted valid renewal applications and their expiry dates have been postponed until 31 July 2031.

If you want to supply new biocidal products containing these active substances, you can still apply for GB BPR product authorisation. New products, including new trade names, must not be supplied in GB until product authorisation is granted.

HSE will provide separate updates on future expiry date postponements captured by these Regulations when relevant.

Stakeholders should note that biocides are in scope of the Sanitary and Phytosanitary (SPS) Agreement currently being negotiated between the UK and the EU. Once negotiations on the SPS Agreement have concluded, HSE will communicate further on any implications the Agreement has for the sector.

RIDDOR: public consultation now open

A consultation has been launched on The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR).

It seeks stakeholder views on a range of proposals to help reduce work-related ill health, as one of HSE’s key strategic objectives.

The consultation runs until 30 June 2026.
