New Zealand: Parliament Passes Bill Aimed at Modernizing Compulsory Mental Health Care

On July 4, 2026, the New Zealand Parliament passed the Mental Health Bill to “create a modern legislative framework for compulsory mental health care.” It repeals and replaces the Mental Health (Compulsory Assessment and Treatment) Act 1992.The Ministry of Health said the bill, which was introduced in October 2024, “responds to long-standing calls for the reform of compulsory mental health care in New Zealand and contributes to the Government’s response to the Royal Commission of Inquiry into Historical Abuse in State Care and in the Care of Faith-based Institutions.” The Royal Commission issued a report in 2018 that recommended minimizing and ultimately eliminating “institutional environments and practices....
