Publication of GB MCL technical report

The next Great Britain Mandatory Classification and Labelling (GB MCL) technical report is now available for download.

A GB MCL technical report is an independent scientific evaluation of the information submitted under the standalone GB MCL process or as part of the EU harmonised classification and labelling process.

It sets out whether there is adequate scientific evidence to support a new or revised GB MCL of a substance and what that GB MCL should be.

This GB MCL technical report relates to a substance for which the Committee for Risk Assessment (RAC) published a RAC Opinion under Article 37(4) of EU CLP during 2026, based on information submitted under the EU CLP Regulation. The scientific information supporting the RAC Opinion is evaluated under the GB MCL system.

At the time of publication, the classification and labelling proposed in this technical report has not been agreed and/or adopted in GB.

We expect to publish our next batch of technical reports in September 2026. Chemical classification, labelling and packaging (CLP) ebulletin alerts will be issued when technical reports are published on the HSE website.

ECHA public consultations

Call for comments now open.

The GB MCL process includes the consideration of information gathered from public consultations, conducted by HSE or international bodies such as the European Chemicals Agency (ECHA). 

ECHA has announced public consultations on the following proposals for harmonised classification and labelling (CLH):

Deadline: 7 August 2026

  • fluopyram (ISO) (EC: - ; CAS: 658066-35-4).
    Pesticide active substance. All hazard classes open for commenting.

Deadline: 28 August 2026

  • 1,3-dimethylimidazolidin-2-one (EC: 201-304-8; CAS: 80-73-9).
    Chemical registered under REACH. Health hazard class open for commenting.
  • 2-ethylhexyl 10-ethyl-4,4-dimethyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate (EC: 260-829-0; CAS: 57583-35-4)
    Chemical registered under REACH. Health hazard classes open for commenting.
  • benzyl benzoate (EC: 204-402-9; CAS: 120-51-4).
    Chemical registered under REACH. Health hazard classes open for commenting.
  • chlorantraniliprole (ISO) (EC: - ; CAS: 500008-45-7).
    Pesticide active substance. All hazard classes open for commenting.
  • paclobutrazol (ISO) (EC: - ; CAS: 76738-62-0).
    Pesticide active substance. All hazard classes open for commenting.
  • pendimethalin (ISO) (EC: 254-938-2; CAS: 40487-42-1).
    Pesticide active substance. PBT/vPvB open for commenting.

UK-based businesses with an interest in the proposal are strongly encouraged to share any relevant information. 

Scientific and technical information should be submitted directly to ECHA using their commenting webform by the deadline above.

All comments will be published on ECHA's website.
