Florida is taking fewer kids into foster care. What changed?

The state’s foster care population is the lowest it's been in decades. Fewer kids are entering care every year.

Agency leaders say the drop is a victory for a system that for years struggled to manage it. But state experts say there's more to it.

Here’s what the numbers show.

ENVIRONMENT

[DOUGLAS R. CLIFFORD | TImes (2019)]

Florida cracked down on dirty runoff. Now, it may give polluters a workaround

Weeks before Florida environmental regulators were supposed to roll out a new program to deal with polluted stormwater from new developments, they changed course.

The state agency made significant changes to the draft rule, deleting key requirements and adding vague provisions that cater to industry groups’ demands, environmental groups said. They’ve asked the regulators to reconsider.

Hope Florida judge: The judge who authored last week’s bombshell opinion criticizing the Hope Florida grand jury report is the newest judge on the Tallahassee-based 1st District Court of Appeal. Gov. Ron DeSantis appointed Lance Neff to the court earlier this year. He previously had a lengthy career as a state government lawyer.

As Democrats continue their demand for investigations into the DeSantis administration, the governor’s top circle is now calling for criminal charges against those who leaked the grand jury report. The question is: Which storyline will prevail at the ballot box?

Court to voters: David Jolly, the Democratic nominee seeking to defeat Byron Donalds in the gubernatorial race, and Florida state Rep. Angie Nixon, who is challenging incumbent U.S. Sen. Ashley Moody, pitched themselves as champions for civil rights, economic opportunity and long-overdue change.

Unexpected battleground: Is this the year that Florida Democrats woo moderate Republicans? Jolly is betting on it.

Jose Javier Rodriguez, who is running to become Florida’s attorney general, just scored a $5 million donation from the Democratic Attorneys General Association.

The city of Seminole has removed some links from its website in response to a legal threat from state Rep. Berny Jacques, who accused the city of illegal electioneering.

SPORTS

The baseball world seems fascinated with the way the Rays have incorporated bunting into their lineup, but the small-ball offense has grown increasingly capable of hitting dingers in the season's second half.

Peek at the past: Junior Caminero started with the Guardians, but the Rays "were the ones that made me a major-leaguer."

4th straight win: The Lightning’s 5-3 win over the Islanders on Saturday night at UBS Arena was far from perfect. But the way they won after spending much of the final 30 minutes on the wrong side of a huge momentum shift was an important early-season test of the team’s mettle.
